Member collecting websites to spam

He sends me a list of domains of these names that show up in the forum that I can buy links from.. The person spam using the contact form on my website not the PM or email given to the person I did the review. Its not a follow sales later its basically a spam email. Should I publish the list of the domain names or contact an admin?

Unless you know who the member is, your best course of action is to ignore these contact messages. A simple filter would usually work.
If you know who's the member, have you sent a PM asking them to stop?
Most backlink sellers have the same sites, so it might be hard to pin point to the exact one.

As roydan said, contact the member and ask them to stop. If they refuse, you can submit a support ticket using support.blackhatworld.com and our support staff will see what can be done.
