Media buys and affiliates question

Commission Junction, tradedoubler and almost all affiliate programs asks you to submit your website. So they can review your site and your choosen offer.

What if we are in media buys ?

As we will be using 3rd party websites, Which web site should we register with affiliates company ?
Is this important to them?

I always apply to cpa networks without a website and almost always get accepted. Just tell them you do media buys and or ppc. You should be fine. Also calling the networks helps a lot.
