MC999 changes to your eBay seller limits

Hello,
My buddy just got an email from ebay today:
"After reviewing your account, we've made the decision to reduce your monthly selling limits or set a selling limit if you did not have one before. You can now sell up to 16 items and up to $1,300.00 a month, whichever comes first. Each month your account is reviewed automatically, and if you are able to maintain a positive selling history, your limits may be increased. To check your sales and monthly selling limits, go to the "All Selling" section of My eBay.

Keep in mind that registering new accounts or selling with other existing accounts to avoid selling limits or other policy consequences is a violation of eBay polices.

He has 100% positive feedback.
Does anyone know what happened here? and why?

hes not selling enough thats why. push it up to the limits and they always lift them.

But why go back? He was already on like 3,300$ or something like that..

Yes. His account is red flagged and being watched carefully. If he cares about his account he needs to sell low risk items and
build a little more feedback before going further.
