There is no fixed number but as long as Facebook thinks you are not abusing this, you are good to go. Try and make sure your messages are not sent continuously and they will be more human like. But still it will always be vulnerable to being blocked when sending out messages like this.

Do you mean message in messenger fb? You must make sure use spintax message and be like a human. No one knows the max limit message in fb, but why you not trial for 10/hour or 20/hour or 60/hour
There is no fixed number of message you can send every day. Try to test. I was sending fb messages everyday and everyday I tried to use unique text or just to change a little bit the old text. Do not post same text everyday because you will be muted for some amount of time. Try to send messages and count how many of them you sent until you will get notification to type security code. Do not send messages after that notification because you will be muted and will be unable to send messages.
