Maximum follow/unfollows a day on Twitter?

I was wondering what the maximum follows and unfollows a day on Twitter are in order to be safe.

Looking to build up a couple accounts.

I have one account with 200 following 24k followers
another 1,000 9,000 followers
and 37k following 54k followers.

Does it matter based on the ratio I currently have?

Not wanting to get them banned, need to play safe.

According to Twitter website, the limit is set in 1000 follows/day

200 follow and 200 unfollow per day. No more! And all our 1200 accounts are live more 2 years.

Slightly off topic. am just a newbie.
how could you maintain all those 12kAccounts. what is the purpose of having 12k accounts.
