Maximizing the effectiveness of internal links?

How so I maximize the effectiveness of internal links? Is there a general rule of thumb?

Good internal link structure will help google index your site. Try to make things relevant in your site meaning things are well categorized and it's easy to navigate.

After you've done that then you can work on passing along link juice to certain pages that you want to rank better for with content links from other pages to those pages.
