Try another offer. Email submits these days shave/scrub like crazy (especially on mobile). They need to in order to be profitable. Do some research on how these advertisers make money, and go through the funnel on your own (all the way), and you'll figure out why.

Also pay attention to the EPC. At $0.01 EPC, you'll need 160 clicks to make $1.60. Do you really think out of 160 clicks, on average, only 1 person submits their email? With 160 clicks I get on average 5 sales on my store, which requires an email, address, and payment. It doesn't add up.

You mentioned you were hoping to get 4 - 5 leads with a $20 budget. To get just 5 leads, you'll need 800 clicks ($0.025 cpc) - and that's just from whatever countries the advertiser can monetize. To break even, you'd need 2,080 eligible clicks ($0.009 cpc). That's not gonna happen.

Having said that, Maxbounty is one of the oldest and reputable affiliate networks. I never got a chance to work with them, but only heard great things.
