2400 per day according to Twitter. But it's actually calculated per 30-minute interval, so 50/30 min. Includes tweets and retweets.

Yes. but you cant do 100 in 1 minute, then wait 59 minutes. But apparently you can do 50 in 1 minute then wait 29 minutes and repeat.

Lol. I speak from experience. I've got a handful of accounts hitting close to those limits 24/7 tweeting automatically. Each tweet has a link, but the niche is completely legitimate. Not adult.
I prefer static residental 1:1 ratio account/IP but 4g works too.

Nice! What kind of offer do you promote? Cpa or service? Do you attract traffic with hashtags or by posting content?

Cannot tell you the offers or niche. That is the key to the whole puzzle. But I'm fairly certain if you try this with adult or other grey niches you will get search banned pretty quick.
Yes, almost exclusively through trending hashtags. Accounts have very few followers so suggestion impressions are low.

How do you automate finding trending hashtags + posting? jarvee doesnt have the function to include trending hashtags in your posts, I mean, you could upload new posts with trending hashtags every day but you are always going to be a bit late to the game
