5-10 should be safe actually.Remember cyber cafes have a single IP and users keep creating new Accounts all the time

If you're planning on using them yourself, don't bother. Buy 1000 for under 20 bucks from Bimmi or someone else on BHW.
If you're doing it to sell them, you are going up against established sellers like Bimmi, who's been doing it for a while and is up on all the stuff Google will do to screw you/catch you/shut down your accounts.

creating gmail accounts can be a pain, most of the times I just buy 1000 gmail accounts for less than 20 bucks (a lot depends on what you do with them).
