There’s no fixed amount but you can add few thousands to Web 2.0 and then add another few 1000 to those thousands you build

Make it look natural would be good - anything unnatural will kick up the filter, and then only you'll get into trouble. I don't see there's a limit, just that when it becomes unnatural, it will just hit their filter, and trigger their security measure in the process.

Keep it natural. 1-2 links to the money site (homepage and sometimes inner page) and 2-3 links to authority websites. This also depends on the word count. If you have a 300-500 words article do as I described. If you have more words you can link out more. If you have less words link to your money site once and to an authority site once. Also include a YouTube video and pictures.

web 2.0 links are ok but best option don't use anchors too often - 5-10% are ok

its not max fixed number. just make it natural. no more than 30% of ur links, and no more than 1 blog per platform, no more than 1 link to your MS per blog
that being said webs 20 are quite weak IMO just like majority of user-generated-content links
