No, the point was that that Google is more than happy to take the advertising money from these services to promote them even though they publicly said they are a waste of money. Hence the bold text. It's an ironic statement...
 
Half of the things Google disputes against or says is a "waste of time", they are secretly behind because the majority of it makes them money and thats all they care about. They are no different than us. They just act like they are.
 
Hypocrisy.

Webmasters shouldn't waste money on link building services, BUT we will be more than happy to take it from THEM.

Google is an evil dictator.
