I just stumbled onto Matt Cutts blog, It looks like the worst piece of shit blog I have ever seen. I can't believe it. I mean it looks like a 3rd grader designed it this is the google spam guru himself and his blog looks like dog shit http://www.mattcutts.com/blog/

I saw he actually finished the 50 mile race in 12:26:58. Bit above walking pace but at least he didn't quit.

It is a blog. A blog means a web log, and aesthetics is not a requirement for building a blog. Consider it like a diary or a journal, if you are doing it offline. Probably, the main reason why people react on Matt Cutt's blog, most people online especially online marketers are aiming to make the blog looks like a website with cool widgets, sliders, etc. However, Matt Cutts' blog was not made for conversion. Instead, it's a chronological posts of events he posted there.

Just my 2 cents

His blog is a normal blog. It's not aesthetically pleasing because people aren't there to be converted.

Right - he isn't selling anything. His main goal is to provide content - which his site does well and the design reflects that.
