First of all, I am probably not in position to give advices on this because I am very new to building PBNs. I mentioned recently that I registered a domain with Majestic TF/CF 19/11 for domain and 29/23 for homepage for normal registration price and someone sent me a PM asking me how I did it. So, since I am going to write anyway, I will do that in public.
You will need Scrapebox for this.
1. Pick an authority site of your choice. I like to pick something that is relevant to my niche or one of these general sites like Wikipedia.
2. Scrape as many URLs as you can. If site is of general nature you can add your keyword while scraping so you will be more likely to find relevant domains.
3. Now check these URLs for broken links (I use Scrapebox broken link checker addon).
4. Again in Scrapebox, trim to root, get rid of domains and duplicates. Also use Remove button to get rid of tlds you won't buy anyway like .de, .hu etc. You will end up with a clean list of potentially available domains.
5. Bulk check for availability.
6. Clean up your list to keep only available domains.
7. Now you need to analyze these domains. There are many ways to do it but to save time I run it through Scrapebox Page Authority Addon and Scrapebox Backlink Checker. This at least will allow me to see where do I need to look first.
8. Pick the one that looks best and analyze it manually for spam, TF/CF etc using other tools.
9. If all looks good buy it!
The last domain I got didn't show PR but had few very strong .edu links and a few other links that were all live.
You could probably improve this method even further by scraping higher PR pages for dead links first, but it's not something I did.
