I have access to a broad range of "filters", homeownership, age. geo, income, credit, etc, regarding pretty much every U.S. adult, however other than some transactional data, they haven't expressed an intertest in any particular offer. Are there some experienced email marketers that could offer me some guidance on matching offers with demographic attributes?

You ve got a lot of data but the trick is matching it smartly. test offers on the segments that make sense, and see what actually converts dont just guess.
 
With that much data, I’d focus on patterns instead of assumptions. Look for clusters where certain behaviors overlap, then tailor offers specifically to those groups testing as you go.
 
It might help to start by creating micro segments based on combined attributes, then gradually test different offer types to see which resonate most before scaling up.

Thanks. Are you aware of CPA networks that accept (compiled attributes traffic) rather than opt in (although, I know most so called "opt in" traffic is purely a marketing gimmick, and the person has no idea that he supposedly opted in)

Some smaller CPA networks are flexible with compiled traffic, as long as it converts and stays compliant.
