Matched Content on ineligible sites?

Was wondering if anyone tried putting matched content ads on ineligible sites.

Google's policy does not state that you will get penalized. It just says that they won't be able to match recommended contents.

If you place Matched content units on ineligible sites, then we won't be able to populate the units with recommendations.

Although I do have sites that are eligible for matched content, I do believe that my other inelgible sites I have will benefit from this particular ad format.

Thought I'd ask for anyone's input for this dilemma I'm having.
