For massplanner essentially you need CPU and RAM. On your place I would double check what would be less expensive. From my experience for high CPU/RAM setups physical are cheaper ones.

This is my specs for my laptop, the computer is a bit stronger. I won't run it on my computer since the 1000watt supply, what is just crazy.. Im not sure if it's a good idea to run it on the laptop, or just get a VPS. after all i think VPS is cheaper. Because i will run it 24/7 plan is to avoid any restarts.

I can attest that my VPS had plenty of resources free (50% RAM and 90% CPU unused), and started to work like crap after going from 200 accounts to 350 accounts.
Massplanner works great with under 300 accounts on small budget machines... Increasing the Specs of the machine to add more accounts was counterproductive.... Doubling the resources does not allow for doubling the accounts.
Here is one problem I observed: sometimes MassPlanner will stall, not do anything.... and then it will "explode" with a ton of activity at the exact same time. This is very bad on new accounts (it reduces randomness) and got a ton of them banned right away because it looked like they were all verifying, liking, following simultaneously, even though I started/stopped the accounts manually, spacing the start times roughly 20 seconds apart.
