Is there a free program program where you can mass lookup whois for urls and extract the contact emails from whois?

I doubt it. Whois data isn't free as you need a to be a registrar to have any kind of bulk whois capability. And even then it's tied to the TLD, so you'll need one membership for every CCTLD.

That being said, we're at Blackhatworld.com so let's break the rules a bit.

Get a ton of proxies and just scrape the hell out of whois.domaintools.com and other sites ;-)

Try it, this won't give you any emails in most instances + you'll get throttled after like 10 requests if you're not a registrar :)

I tried that and more importantly it works :) Sure, some registrars have introduced daily response limits regarding one IP address, but these are not 10 request per IP. Just dug up my old bash script to confirm this and done 100+ whois lookups without any problems using console for "whois blackhatworld . c o m". Also, extracting Registrant / Admin / Tech Email / Phone is just a child's play using bash scripts. Like I said before, Linux + whois client + bash script will solve this as long as registrant is not hiding behind any whois privacy services etc :)
