Is it possible to mass tweet, say a video. to someones page from different accounts? I want to tweet a video to an artist but chances are its going to get overlooked unless a plethora of people tweet it to him.

How about you follow all of his followers with say 10 accounts then tweet the video on the ten accounts asking the followers to retweet. Should get you noticed

you can use traffup.net site which you can easily get tweets from their, it is same as youlikehits but the tweets chances are 90% real human tweets.
