Mass rename files?

Does anyone know how to mass rename files? I have a .exe and I want to rename is to thousands of different names such as "photoshop cs6" "photoshop c65" "photoshop cs4" etc . I have not got a clue about how you go about doing this any help on this would be great.

I have all the names in csv format that i would like to use
