I'm looking for a mass question asking tool created for question sites. Any help/advice appreciated.
Task: To create a piece of software that allows administrators to mass question ask users of question sites
Software to allow one or more users access and add a question and URL that is the sent to users of social question sites.
I will confirm which sites we would like to target via inbox.

Functionality
- Ability to login
- Create a question
- Decide how many users to ask a question to
- Report on how many users answered the question
- Report on how many users clicked the link to our site
- Do not ask the same user twice the same question
- Send rate: only send x amount of message x amount of time
- Ability to get round captures
- Ability to choose which users do not receive a message ? i.e do not want to email site founders or sites admins
