Does anything like that even exist?

I need to generate two kinds of images: some quotes (like birthday wishes) and real-looking photos.

Modjourney can definitely do that, but are there tools to scale it up? Right now I have a CSV file where each cell has a type of image I need (10 images or so per type to create)

Why not just setup a script to scrape the keyword image from google/bing/pixabay/pexels/unsplash/etc then overlay the quote? I feel like that would be easier.

Using python u could use the pillow module to overlay text on an image:

No tool I can think of, but you can write your own or hire someone to do it for you. The base technology is already there as you already stated (all those AI image generators).
