Use tweepi's follow followers tool. Find a medium sized account that is highly related to yours. I recommend someone with 4-8k followers. Because people who follow someone with like 100k+ might not want to follow a small account. Also, tweepi has a filters you can mess around with. I only follow people who's latest tweet was less than 3 days ago, and I'm not following (filter so you don't see accounts you currently follow). I also have tweepi display the date of my last action with their account. Which tells me how many days ago I last followed them. If I see I've followed them before, I wont follow them again. Lastly, use tweepi's add to follower list then follow then open the list on twitter and follow them there. If you are using a bot, just implement similar filters I guess.
I get 40-50% follow back. My latest acc got 56% follow back starting with 0 followers and only 1 day of prior tweets.
