I need mass email sender daily up to 60K .
Which one best ??

Atomic mass mailer or any other alternate would do the job for you , but you nee SMTP server or bulk of gmail,hotmail accounts to load it in the mass mailer software .

Can Atomic Mass Mailer Set limits per account/daily? I know with gmail it's only like 500

Yes, it can, the sending settings are flexible.
You can limit the number of emails it sends per minute/hour/day.

I am also concerned about mass mailing. I want to send 10k mail daily within 5 hours. I want every email sent to be in inbox but not in spam folder. What is the best solution to deal with it?

mailchimp.com can do that.

Upload the list of your emails > setup the messages template > SEND!
