Mass Directory Links Question?

Does anyone know what I'm looking at here, bunch of sites I'm interested in have a lot of these directory sites linking to them.

I know this is a blackhat technique I'm just unfamiliar with what exactly it is and where I can learn to do this myself or pay for a gig to get this done for my own network.

Thery seem to mass spam links across "directories"



Those directories in turn have the exact same layout/template and lead to extremely spammy mass link pages - is it a bot that builds these pages? How do they work and where do I go to build/buy one myself?
