When Google restricts accounts like this, it’s usually due to a flagged policy or suspicious activity
If you haven't already, click Request reconsideration and explain clearly that you believe it was a mistake.

Also, check if your ads or content violated any Google Ads policies, like account integrity or ad behavior
Try logging in from a clean IP/device, too. If nothing works, creating a new account with fresh billing info and domain after cooling off might be your last option

Any number of reasons could have caused that. Things like inconsistent billing info, cloaking, misleading ad content, or even just account patterns that resemble previously flagged accounts. I'd say those usually fall under that umbrella of violations to Account Integrity. The system just caught up with you if it took some time with no issues to get that restriction. Now if you think that doesn't apply to you, you could always appeal it from the Request Reconsideration.
You'll also want to check your billing info/payment method, your ad content, or that your not logging in from a flagged IP or device. The usual stuff.

this happen when just once you open that account without vpn if you never turned off that vpn in that phone then dont know
