Mass Adsense Application Question

I'm currently recruiting people to join an Adsense platform. But a lot of them don't have Adsense accounts. Instead of making a ton of micro websites so they get accepted can I just have them submit their site as the URL of the platform site? In other words, can you apply for Adsense with a site you don't own? You have to be able to insert your own code into the site to make money from the ads, which is done in the platform, but is that the only way they make sure you own the site you submit in the application?
