I am going to work on their SEO and was thinking of doing Google ADS PPC.

Yes.I think you should optimize your website first using specific landing pages for your service,add testimonials for the services as people really reads those before booking cab services,display rate charts easily in the website and also do the Local map ads if opting for PPC.
These can really help.
