Manual linking - What sites? Do I syndicate articles or all new content?

Is there a sort of "must have" list when manually building links. Like a Facebook page or a Squidoo lens. If I build these pages do I post the same article on my site to the lens and FB page? Do I hand spin it with The Best Spinner (TBS) and then post?

I have a website, it has age (5 years) and when I built it I got a PR 3 from Google but now it is a PR2. I started using Ultimate Demon (UD) to build links but I don't have anything I have made to support it myself i.e. I have no FaceBook page, no Squidoo lens, no Blogger Blog. I got nothing.

What sites should I target for manually building links (in general, there is niche specific stuff, but in general for this discussion). UD is great but I believe I need to get some links that can only be gotten through work and expertise in an area.

Where should I start with creating supporting properties. What should I do.
