I need someone to manually blog comment for my website.

Mate.. you are willing to pay peanuts and asking pizza for it! Manual High PR comments can be done for a price not less than $1 per comment. Imagine the process involced:

1. Scrape urls based on keywords
2. Analyze the urls with a blog analyzer
3. Check for Pagerank of urls
4. Check if do-follow or no follow
5. Read the article or skim through it
6. Post a relevant comment

I would recommend you hire a virtual assistant somewhere, provide him with a list of comments and Urls to post. Cheapest way

Couldn't agree more! I like your pizza/peanuts analogy. My own way of phrasing it is that OP wants the moon and the stars for a song.
