Manual Action by Google - Partial Matches?

So I noticed I had a manual action taken against either my site or the links that point to my site. (Check thumbnail below for message.)

The message says the manual action affects in-bound links. So does that mean no action was taken against my site specifically, only certain links that point to my site?

If I'm interpreting this correctly, instead of penalizing all links or even my entire site; they have taken action against just the unnatural links. With that being said, would this manual penalty transfer over to a new site if I 301'd the site with the manual action?

As I interpret the notice, they are keeping open the possibility that you have been negative SEO'd, and that as you suspect, they are only invalidating the effect of the links instead of punishing the site.

I'd be interested in knowing if you've built link pyramids and Google's manual review has not found them, if you've aimed spam links at your money site, or if in fact you've been negative SEO'd.

It's highly unlikely that a negative SEO campaign is going to build link pyramids, so if you've done this, it means Google didn't (and maybe doesn't) dig that deep in a manual review.

As nigel said, it would be very informative for the rest of us to know what methods google consider worthy of just a warning instead of a straight google slap
 
Yes, please provide us with a little information so we can learn from this a little about what Google tends to do in this situation.
