Managing Twitter Accounts Help..

I'm doing twitter marketing on a MASSIVE scale. I will soon have literally 1000s of accounts, and many will likely get banned for spamming.

Here is my question:
How many twitter accounts should be unique to a proxy?

ie:
1 twitter account per proxy
3 twitter accounts per proxy
10 twitter accounts per proxy

why create thousands of account? when you can create 20-50 and automate them to seem legit with advertising intervals. Ppl are much more likely to click your ads and tweets if you have some real tweets to back it up with.

why go through the effort of 1000s of accounts if you dont know something as basic/essential as what you're asking? Just my thoughts
