when managing multiple iphones for IG, should I create a seperate apple id for each phone?

Yes, seperate apple ID. Dont connect all phones in wifi by mistakenly too. They should have seperate IP via sim cards.
 
separate proxies, id, email, passwords, etc etc
keep everything different
 
It might be better to create a separate Apple ID for each phone. This gives you more control and security.

In case I want my accounts to show on US audience and I am in Europe. Should I use a European SIM card, or will that destroy the strategy? Does Instagram see that the connection comes from the same network?
 
That would be for the best, yes. It's best practice.
