1000 accounts is a lot, and it’s tough to manage alone. You’ll probably need automation tools with that many. I don’t use automation myself, and I only manage about 100 accounts across different platforms. From what I’ve seen, creating IG with Gmail isn’t as trusted as using a phone number. Even better is creating IG through Facebook, make or buy FB accounts first, then log in to IG. For antidetect + proxies, I use Hidemyacc. The built-in proxies there work fine for X and scraping, but for IG I’d get separate proxies. Residential IPv4 is the most trusted, or mobile proxies if possible.

mobile = 3–5× more expensive but 70–90% lower ban rate. worth it for >20 accounts. residential OK for testing/small farms.
automation - many cloud phones now offer automatic posting functions, more real and efficient, you could try that.
and starting with 1000 is far too many. as others suggested, you could start with 10+, continuously modifying variables and testing. once you reach 50, you'll know which are feasible and which aren't, making it wiser to scale up significantly then.

I would just focus on getting some solid residential/mobile proxies, test a reliable anti-detect browser first, use a simple scheduler for posting, and if you can, create and warm up your own Gmail accounts instead of buying them.
