Most malicious can be triggered with WP sites so try to avoid it unless u know what to do. But even some legit scripts on source code can trigger it. So i suggest some simple html templates. Or if u hv highly converting lander that u really need to use then get acc live with simple html and cloak to your converting lander.

I also had this issue but after changing the domain it was working fine. you can also contact support they.

For me it was caused by both lander and server

Hello,
I m facing that issue too right now and the site I m using is plain HTML. I have to mention that I m using voluum to track KW and in order to do so I had to install a script from voluum into my lander.
Now my question is, can the script from voluum cause the error (Malicious software detected)?

Don't use sketching hosting providers and make sure your website doesn't have poorly coded scripts. some ad networks can also trigger this.

Voluum has multiple ways of tracking landers, ask them how to do it properly for Google Ads, they have great support and will answer all your questions

I did and voluum checked my domain and set up (domain is ok - not blacklisted and set up tracking for google ads as well). The issue is somewhere else

perhaps because you use cloudflare
i got one too before on one of my accounts and after removing cloudflare and request manual review the ads got approved
don't forgot to attach screenshot from malware checker like sucuri, virus total, or even from GSC

the url you submit to google ads is white or black?
i'm also run campaign for gambling keywords shown on my profile picture and i make appeal request when got suspended with it and got re-activated after sending them the proofs that the site i had use is clear from malware
if the landing page is white it doesnt matter to request manual review because they only check the website not the keywords you use

Yes, it is the safe page. Anyway got all running now. I changed domain and also I removed (Privacy Policy, Disclaimer and Terms of Service pages), before I always used them, genarated them via typing into google "free privacy policy generator". I thought now, that much people use these and they might be flagged already by google.
