Making your own "superurls"

Hi there, CPA noob speaking,

I recently noticed a cool tool on adscendmedia called 'superurl'. You basically merge similar offers from different countries under one url. So the French guy will be redirected to a French offer for product X and the American will be redirected to a US offer for product X, this is great for using your traffic to it's fullest potential.

However, I haven't seen another network with this tool (yet) and I was wondering if there is a way a to make your own 'superurls' for the offers from those other networks.

If I built this service, what do you guys think it would be worth to marketers?

If I was doing this, I would probably use this database http://www.maxmind.com/app/geoip_country and then it's easy to serve different sites according to visitors county of origin. $_SERVER['REMOTE_ADDR'] in PHP contains visitor's IP.

Or easier way would be to recognize only visitor's language and navigate him to proper site, but it's not very accurate. $_SERVER['HTTP_ACCEPT_LANGUAGE'] contains the language.

Thanks! I'm going to look into this, I don't know any PHP but I guess I'll have to go and read up abit.
