Making New Facebook Account?

If you are running WH campaigns - like literally Angel White eCom - can you create a new FB account with no friends from fresh UK IP and start advertising, I have ID and can prove my identity if checkpoint. What is consensus on this I know if you run BH you get raped on new acc and I know new accs face checkpoint but surely if I can prove who I am, run fully complaint ads *and* from tier 1 no vcc card I should be able to pass through face checkpoint and then start running ads? This question is for after election / normal circumstances and I am interested in others insight - preferably WH people from UK or US / tier 1. Also if this does not work, what are best non BH ways to approach this, how should I warm up / start account because people with no FB accounts exist and surely FB has to have way to allow for them to advertise
