Should you have a background in html? I have seen some concepts posted on here and am wondering if a hosting companies default website builder will work fairly well for most kinds of websites?

It's not exactly making your own website if you use a website builder!

I STRONGLY recommend learning html and css and look into php and javascript.

A hands on way to learn is to simultaneously look at tutorials/guides on html while buying a site template and having a look at source code to see what does what. I recommend buying a site because you'll have full access to the source.
