I doubt he has that. A few providers in US have speeds like that, but costs quite a bit and usually only for businesses.

I have 350Mbs, sometimes higher, and it's residential. It's not that far-fetched that someone has 700Mbs...

Well, US is quite down the list of the countries that have high speed internet with low prices (on average). In Bulgaria for example, a 100/100 Mbps hardline for home families costs more or less $30-40/month. You can also get 1 Gbps fiber optic lines that are dedicated for businesses and they range $100-300/month depending on the contract length, which is an awesome price for speeds like that. When I was in US for a few months, I had a shitty 12 Mbps line which I paid $25-30/month and the connection was dropping at least once per couple days.
@OP: Get a powerful desktop and try any method that involves using intensive resources and high speeds, such as: YT mass uploading, Porn mass uploading, Torrent mass uploading, running multiple copies of SEO tools (SB, GSA, etc...) to rank your own sites or your clients', trying to rank sites with mass spam and churn & burn, providing fiverr gigs based on these tools, selling your own services here on BHW and other forums, etc... With that speed, you can probably do a few methods at once; the only thing limiting you is the investment required in building the bots (for the mass upload methods) or buying the SEO tools and your computer resources.

I believe you are from Japan if I'm not mistaken and likely from a populated area.
As Conor said, you could create your own hotspot with some big wifi antenna which can send your signal to a few miles. ($60 you should find something good)
If you have some Hotel in the neighborhood or even some camping if you live in the country side, it can be a juicy business.
Look at the law of your country as well, as such set up may require some specific registrations to your governmeent as an ISP (I know in France it is a real hassle).
It is very easy to set up, you set a default page which takes payment for the connection limited in time. (there are existing solutions as far as i can remember for that).
You could even scale up by bigger antennas and different locations.
I would also recommand to get a router that support the QoS technology so you can cap your users.

You can't really make money with internet speed unless you host cloud services or end up doing something online (which won't eat up your data.)
Internet Marketing doesn't require you to have extremely fast web speeds in almost all cases so try and build something instead.
