Making money off app installs

Hello, I'm wondering: how can you make money off generating app installs (both on Mobile and on desktop) through your website?
Also, are there any PPI networks still live? I was insecure between using a PPI network to monetize such things and creating the applications myself (don't know how to monetize)

Try Some CPA networks and try too find app advertisers for your site.

Your best bet is probably OGads. They do not pay huge, but they have nice looking offer pages and good mobile PPI

I'm already a OGAds user, it works good for Mobile offers. However, my question was not this exactly.
I can generate thousands of installs of a unique app from some download links on my website, that can be a cleaning app or everything similar. I just need to know if it's more profitable to develop my own app and monetize it, or to sell downloads to a network. In the case of OGAds, how could i sell downloads to only 1 app? They have the content locker, they're not like CInstaller, Amonetize and co.
