Ever since HostGator and Host1Plus banned me for sites that were *somewhat* blackhat, I've transfered my blackhat sites for voidstone, which has everything I need (CPanel, Fantastico, unlimited domains, etc). Their affiliate program pays 10% per month, which is a low rate, but their hosting is great and shouldn't be too difficult to sell.
It's also an offshore host, so people can host warez, porn whatever. They charge $1.50 a month with no contract, so I figured it'd be pretty easy to promote. But the trouble is that for each person I refer, I'm getting either $0.15 or $0.30 a month depending on the plan they choose. So I really need to scale the commisions up big time.

Whats the best way to promote this site? Google competition for my targetted key phrase is very low, and I should be able to get a #1 rank soon. The search phrase also gets more than 500 searches a month.
