is IG allow to make for example 30 account by one ip but use several proxies?
is it safe?

I wouldn't recommend it.

IG will allow you to create 3 accs per ip, per day. ANymore, and all your accs created on that ip will be disabled instantly. You can create another 3 with the same ip the next day, but it's risky.

if i dont create more than 3 accounts per day by one ip it is ok?

It depends on a lot of factors. For example ... you may find that if you make 3 accounts completely back to back from the same IP, and then spam with them right away that IG quickly and easily bans them all and blacklists your IP. The fact is though - you're never going to run into these limits unless/until you start making accounts and running your project, so why bother to continue to ask the same question over and over again? Get started op!

i made 2 accounts by same IP and run on Bot. so far so good

If you're going to use several ips and use them to log in to your 30 account randomly, IG will either hit you with a captcha or ask you to PV your account.
