Making FB accounts

I am trying to learn how to make many accounts, and ive been told that I need to change IP/Proxy for each account, because if I dont and facebook deletes one account, they will probably delete every other account made threw my IP. So how do I go about doing this? Do I have to pay for proxies, or do I just use a program to find proxies and then use them, or what?
