Making a wordle on Photoshop

I'd like to make the word FUSION out of the word in different languages. I've translated the word into about four hundred languages where the word isn't a cognate and have begun to copy them into Photoshop. Is there an easier way to copy words in but then them being individually movable? Would it be easier on Illustrator? Any help would be amazing, thanks in advance!

I dont think so, Illustrator its like PS, layer based.

Step 1 : Create new layer
Step 2 : Paste your word
Step 3 : Make another layer for another word

However if you want to copy paste all of them at once and still want them to be individual layers, that is not possible AKAIK.

Maxon Cinema 4D - This program allows you to paste multiple text in to layers and gives you the ability to ungroup the layer giving you the letters in separate layers. I believe this may be a lot faster, this program can also be used to create 3D modelling and all kinds of different Graphic Design resources.

This might be a little late but just incase ~ my solution is to copy your word list into a site called wordle.
This will create the basic wordle for you and there are some options to play around with it online. Now to get a workable file you just print the creation to a PDF printer then open that file with Illustrator and voila, you have a beautiful vector graphic which has each word on it's own layer. With each element as a compound path you can manipulate the elements until your heart is content.
