So I want to sign up for the ebay and amazon affiliate programs, but they require a website. I was just going to use blogger to start. It's a bit of a catch 22- since the content will be site and product specific, what sort of content can I put up just to get accepted?

I think Op wants to know what steps to follow to get his blogspot blog accepted by amazon affiliate programme .

You can put Health and Beauty products. Case Solved, back to action...

You can use one of the many scripts for create amazon sites: Automatic Amazon Affiliate Site, associate-o-matic etc

Thanks, but I want to do things for free starting out; the free associate-o-matic version doesn't give you much control over things.

Just pick a niche like............mens shavers

create 20 review articles all different shavers then apply for amazon

Yes, do what Hawkster said. Focus on CONTENT first and then on MONETIZATION. After you have got your content, you can apply for the affiliate programs and start building traffic to your website and make $$$.

What if I want to sell various things , not even related. how do I apply ? will a simple blogspot do it ?
