Making a pdf available to select users on wordpress

I'd like to make a pdf available to only a select few of my existing wordpress users.
This seems like it should be easy and I don't want to pay for a plugin to it.

This is what I've tried so far:

- Ultimate Members: might be possible but 1) content is hidden using user roles, 2) users are limited to only one role, 3) its unclear if media links can be hidden using um_show_content [1]

- Member Press: this can be done by creating a custom URI rule [2] ... but creating rules is behind a paywall

- WooCommerce: you have to BUY A PLUGIN [3] to give products away for free

- Easy Digital Downloads: paywall

- Restrict Content Pro: free version doesn't allow restricting by role


Are there any plugins I've overlooked? or have I misunderstood one of the plugins above?

I'll be damned if I pay $10 for a plugin to do something this stupid.
