Making a call centre business

I need advices about opening a call centre.

I live in 3rd world country where you can get cheap and educated workers. Some of guys I know got in touch with companies who decided to outsource call centre from tier 1 countries to cheap zones.

I am able to coordinate and get workers for call center and also got guys who can handle tech things.

Whats your opinion about finding a partner who want to outsource that part of business to lower his cost of salary and renting a office? If any of you are in this business we can negotiate.
