I received this same error:
Your template could not be parsed as it is not well-formed. Please make sure all XML elements are closed properly. XML error message: Open quote is expected for attribute "{1}" associated with an element type "cond".
After doing a quick search on the internet this is what I found out, you need to retype the quote marks because for some reason for some of us they copy over in italics.
So you need to retype all of the " and the ' while the code is in your blogger html window. I also did all of the , as well, don't know if I needed to but I did it anyway.
This worked for me, hope it helps someone else who my come across this error.

That code lines optimize for Blogspot, but you guy can not just copy and paste follow that instruction, blogger will not alow, for example"
You guy have to paste the whole of these lines into NOTEPAD and EDIT every " into " and ‘ into '
That make it works perfect

Waiting for what? Its just a code for SEO optimize site header, you have to manually put on your keyword and site description for it. That part of onsite SEO, for your site ranking well, you need some high backlink point to it
