Make my WordPress site Mobile Responsive?

I have a WordPress site that is a custom theme, however it's not currently Mobile Responsive and fails the Google Mobile-Friendly Test Tool.

I need the site Mobile Responsive, and for it to pass the Google Mobile-Friendly Test Tool.

If you can do that PM me a price and how long it will take you (I want it done sooner rather than later), and I'll PM you the website URL. No new members please!

Download one of the numerous plugins from Wordpress repository which can do that OR get a new design.
