I have 1 Level-2 account for SEO service, now I want another for Graphics design.

You could try and sell fiverr reviews, that might work if you do it right.

Well if you want to get banned with your both accounts, just easily make second account - so far I know fiverr not lets to have two different accounts for same person or duplicate some content or something else, so its not very smart.
