Google Blogger is free. You don't need any money to start a blog. Go to blogspot.com
You can also use WordPress for free.

Without money will take a lot longer than you think. The biggest problem is targeted traffic. You're going to need to build a social network and become an authority in your niche. Since you are not paying any money, most black hat methods are out of the question. Don't expect to make $500 a week the first 3-6 months, but keep at it and I'm sure you'll get there.

I don't mean to discourage you, but this is the reality. Learn everything you can about SEO and how ranking works. Good luck.

P.S. You can find free tools to help with your journey, but more often than not, they will be outdated.
